How to Create a Science Teacher for $200,000

Armed with Pentagon funding, the National Academy of Sciences and others tried to recruit laid-off defense workers into math and science teaching. Five years later, those ambitious programs are a distant memory. Among the reasons: A recent academy evaluation of one such program, the Defense Reinvestment Initiative, found that only 12 of a projected 60 fellows were trained and just nine were placed in classrooms, resulting in an embarrassingly high cost of nearly $200,000 per teacher.
